Pipeline Pre-Construction Permitting: Schedule A Report
The Recon Environmental team delivered a pre-construction Schedule A Report for a proposed pipeline project in Northeast BC, in compliance with BC Energy Regulator (BCER) and Agricultural Land Commission (ALC) regulations. A Schedule A Report establishes a baseline assessment of the land prior to development, serving as a foundation for planning activities that minimize agricultural and environmental impacts throughout construction and reclamation. Recon’s responsibilities for this project included:
Pre-construction Site Assessment: Conducted a detailed field assessment of the 36 km proposed right-of-way to document baseline soil, vegetation, and surface conditions for use in soil management and reclamation planning.
Schedule A Report Preparation: Completed and delivered the formal Schedule A Report as part of the project’s permitting requirements.
Soil and Water Management Recommendations: Provided recommendations for soil conservation and surface water management based on findings from the baseline assessment and construction plan.
Preliminary Reclamation Plan Development: Outlined a reclamation strategy to restore land capability post-construction and ensure long-term environmental stewardship.
Through this work, Recon supported responsible project planning by establishing the environmental and agricultural baseline required for compliance and long-term land management. The resulting Schedule A Report provided clear, science-based recommendations to guide sustainable pipeline construction and reclamation efforts.
