Pipeline Pre-Engagement: Treaty 8 Planning and Mitigation Measures
Recon Environmental completed pre and post-clearing site assessments for a pipeline project in Northeast BC, in accordance with the BC Energy Regulator’s (BCER) Treaty 8 Planning and Mitigation Measures.
Pre-engagement ensures that First Nations’ rights, knowledge, and interests are meaningfully integrated into project planning from the outset. The process provides timely and relevant information, encourages collaboration, and supports respectful decision-making by addressing potential concerns early in the development timeline.
Recon’s scope of services for this project included:
Pre-Clearing Site Assessments: Conducted assessments to identify culturally sensitive areas and to develop mitigation measures that guided clearing and construction activities.
Post-Clearing Site Assessments: Performed implementation inspections and effectiveness monitoring to evaluate the success of mitigation measures and ensure regulatory and cultural compliance.
Through this collaboration with local Treaty 8 First Nations, Recon helped integrate Indigenous knowledge and values into environmental planning, ensuring project development was conducted with respect, transparency, and adherence to BCER’s Treaty 8 mitigation framework.
